This book proposes a radical rethink of how we fund our economy. Rather than disentangling public and corporate finance, this book shows how the two are forced to feed a never-ending force: growth. By re-visiting how money is created in our economy, the book proposes a new way of funding the economy using interest-free money creation.
Economic evaluation techniques like Cost-Benefit Analysis (CBA) reinforce the idea that to receive funding, a project need to generate economic growth. However, this book argues that the priority of the economics discipline should be to illuminate resource allocation and scarcity and propose ways to make the economy self-sustainable, helping to avoid inflation and poverty. To do this, the book highlights that not all public needs—such as social housing or other non-profit services—require economic growth. It argues that by decoupling public funding from taxation and interest-based borrowing, governments could more effectively fund essential public services that do not need to be profitable, thereby freeing the public sector from the growth imperative imposed by the current financial system. With practical applications for sectors including healthcare, environmental policy and sustainability, the book’s interdisciplinary approach – incorporating insights from economics, finance, public policy, anthropology and more – will be a valuable tool for scholars and practitioners in diverse fields.

This book provides a comprehensive overview of Russia's Arctic policies since the 2022 war with Ukraine began. Covering geopolitical transformations, domestic evolutions and the role of climate change, it traces how, for around two decades, Russia has renewed its strategic interest in the Arctic region. It reflects on how, with more than half of the circumpolar territories, Russia's Arctic regions generate between 10 and 15% of Russia's GDP and a quarter of its exports, with the yet-to-be-explored reserves of the Arctic continental shelf also offering immense potential. Russia's Arctic analyses the growth of hydrocarbon deposits in the far north of Siberia and nearby offshore areas and how this has contributed to the rapid development of the Northern Sea Route. Marlene Laruelle and Jean Radvanyi examine the tremendous long-term importance of the region for Russia, regardless of internal political developments and the state of relations with the West. Long a place for science diplomacy and transborder dialogue, the region has once again become a hotspot for geostrategic tensions and a new interface between an expanded NATO and Russia. While the West is imposing increasingly broad sanctions specifically targeting Arctic hydrocarbon development projects, the Russian government is striving to circumvent or mitigate their effects with countermeasures by relying on their allies, most of whom are Asian. Laruelle and Radvanyi convincingly contend that Russian Arctic development policy must take into account the economic needs of the Russian budget and the geopolitical realities of decoupling from the West and pivoting towards the so-called 'Global South'. Additionally, it must consider the heavy legacies of the past in terms of population, infrastructure, and pollution, as well as future projections regarding the impact of climate change.

Environmental economics is growing rapidly. It is simply not sufficient to consider consumption, production, and welfare in isolation from the natural environment. Integrating ecological systems in economic analysis requires to take the possible occurrence of tipping points or regime shifts into account. This Element focuses on two recent developments in environmental economics theory. One is economic management of ecological systems with tipping points, with the lake as the classical example. The other one is investigating the consequences of uncertain possible shocks to parameters in economic models, with the carrying capacity in a fishery and total factor productivity (due to climate tipping) in Ramsey growth as examples. This Element provides a precise account of the concepts, techniques, and results in the analysis of these models, which shows the effects of tipping and allows for other applications. This Element starts with a broader list of examples and management options.

Unlike the "hard" metrics described above, the way in which we experience the world and frame our personal decisions based on that experience, past and present, is founded on perceptions and these can be inherently subjective. This book argues that perception-based indicators are an important subset of SIs in assessing sustainability, environmental quality and well-being. The chapters draw upon examples such as the Corruption Perception Index (CPI) produced by Transparency International (TI), and a variety of happiness indices, amongst many others. The chapters in the book can be thought of as comprising two parts. The first section provides a broad review of the field of SIs, addressing the challenges involved in identifying, defining and populating SIs, especially for countries in the Global South.
