Creative Accumulation examines how nations build the capabilities required for sustained technological leadership, moving beyond simple catch-up growth. Drawing on Korea's long-term development experience, Jeong-Dong Lee introduces the concept of the "middle innovation trap", a condition in which countries achieve high levels of implementation capability yet struggle to generate original concepts, architectures, and design leadership. The book argues that original concept design is not the product of individual genius or sudden breakthroughs but the outcome of creative accumulation. Creative accumulation requires posing bold question, persistently accumulating trial-and-error experiences, and scaling up from ideas to viable outcomes. Integrating insights from innovation theory, evolutionary economics, and industrial policy, Jeong-Dong Lee shows how these processes of creative accumulation enable nations to become technology leaders. Although the book draws its evidence from the trajectory of Korean industry and technology, Korea's experience represents a compelling and instructive case of a broader developmental process. Drawing on decades of engagement with government and business, Lee shows that countries which fail to build solid implementation capability tend to fall into the middle income trap. Yet even countries that escape this may encounter the middle innovation trap if they fail to develop concept design capability, resulting in renewed stagnation. To transition out of this phase demands sustained, national-level efforts from firms, governments, and institutions. The Turkic Republics are increasingly recognized as key contributors to global development. Endowed with abundant natural resources and strategically located along major trade corridors, they have recently united under the Organization of Turkic States (OTS) to harmonize policies and strengthen regional cooperation. Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, Uzbekistan, and the Turkish Republic of Northern Cyprus&nbsp;face a shared challenge: the prevalence of large shadow&nbsp;economies. This informality undermines transparency, weakens governance, and impedes sustainable growth.
This volume provides the first systematic comparative analysis of shadow economies across the Turkic Republics. Seven country chapters and an introductory comparative chapter examine the causes, consequences, and policy approaches to informality in the OTS.
The book highlights both shared legacies and diverging institutional paths. It contrasts the socialist legacies of the post-Soviet republics with the market-oriented traditions of others in the region, illustrating how these distinct backgrounds shape shadow economies. This book traces Guangdong's journey from its successful rise as the "world factory" at the end of the 20th century to its current status as China's center for innovative industries, revealing the internal mechanisms of the "black box" of how the Chinese economy gained the innovation advantage. The book summarizes Guangdong's development experience as a "bottom-up" innovation model, where in the stages of factor-driven, investment-driven, and innovation-driven development, companies’ strategies of technology and innovation strategies align with and mutually reinforce local governments’ industrial and development policies, collectively creating an upward-spreading innovation network and system that forms a unique regional economic growth engine. This book is open access, What makes people competent at work? This question is becoming complicated with the emergence of new technologies and the hastened pace of global economic exchanges. While there is less consensus about what people should know and be able to do to be rewarded in the workplace, the discussion about skills and competencies becomes even hotter among those who express concern about the gaps between the demands and supplies of "skilled" workforces.
&nbsp;
Given this situation, one of the main objectives of this book is to clarify the true nature of often-discussed "skills gaps", using the cases of manufacturing workers in the Global South. Instead of discussing the issues based on a broad, ambiguous understanding of human abilities, after an extensive, cross-disciplinary review of the literature and theorization, the book proposes a detailed classification of cognitive, non-cognitive (including socio-emotional skills and personality traits), and technical abilities. Then, it presents both contextually relevant and generalizable explanations about relationships among them. By doing so, the volume offers insights for policymakers and practitioners seeking ideas to reform their human resources development policies and practices.

The second objective of the volume is to propose the analytical perspective of Realist-Constructivism, using the "skills gaps" analysis as the empirical case, to demonstrate its theoretical, conceptual, and practical capacities to overcome the dichotomy between induction and deduction through abductive reasoning with a set of instruments to collect data that enable such analysis.

Empirical surveys, using a set of questionnaires and skills assessment we developed, were conducted in four countries in the Global South: Ethiopia, Ghana, South Africa, and Pakistan. With Realist-Constructivism, we can consider work-related competencies in close relation to the specific workplace requirements and culture, while situating them within broader industrial, economic, and regulatory frameworks. Our methods and instruments enable us to link the subjective epistemologies of competencies among individuals in the micro-ecologies of the workplace with the ontological realities of labor market opportunities and evaluations.

A Realist-Constructivism Analysis of Work Competencies in the Global South

Mitigating the “Skills Gaps”

The dominant discourse views the Indian economy's transformation over several decades as a progression towards a grand, unified, and dynamic market economy. Critiquing this discourse, The Nonfarm Economy illustrates the prevalence and intensification of 'structural dualism'. Using both theoretical and empirical perspectives, Bhattacharjee, Chakrabarti, and Rajeev analyse the origins of this persistence and the deepening of a dualistic developmental pattern. By studying the Indian rural economy and parts of the rural Global South, they demonstrate how the contemporary capital-centric growth process itself has induced the intensification of dualism, alongside factors such as population growth and land fragmentation. Only a limited segment of the impoverished population can integrate with the expanding circuits of capital using their skills, resources, and networks; a large mass of people is thus pushed towards dispossession and exclusion. The book further examines the effects of the COVID-19 pandemic on this development pattern, demonstrating how it has intensified the phenomenon of structural dualism. Contrary to the current prescriptions fixated on formal sector growth and policies extending government support, the authors posit a labour-focused (cluster-based) development model and offer constructive policy recommendations for achieving inclusive growth.

José Rente Nascimento is a Brazilian scholar who specializes in forestry, agriculture, and environmental economics. He has supported development and conservation projects throughout Latin America while working for international institutions, governments, and NGOs. A former senior natural resource specialist at the Inter-American Development Bank, Nascimento is a forester and holds an MP and a PhD from the University of Minnesota.
