Die Kriterien zur Bestimmung des Lebensstandards stehen jedoch weder fest, noch sind sie eindeutig - vielmehr sind sie ebenso eng mit gesellschaftlichen Normen, ökonomischen Überzeugungen und Techniken des Regierens verbunden wie mit Praktiken der sozialen Beobachtung und solchen des Erhebens, Prozessierens und Repräsentierens von Daten. Bernhard Kleeberg untersucht den Lebensstandard als ein Konzept, das im Laufe des 19. Jahrhunderts in Abhängigkeit von verschiedenen Wissensformationen und dem Glauben an die grundsätzliche Möglichkeit der Absicherung sozialer Risiken wirksam wird. Im Zentrum steht die historisch-epistemologische Analyse deutscher und britischer Diskurse und Praktiken der Standardisierung von Wissen über menschliche Lebensbedingungen, wie sie im Kontext der »sozialen Frage« auftauchen.
