'The Prosumer in Public Service Provision': Bringing together two concepts long treated separately, this study examines the German notion of ¿Daseinsvorsorge¿ (public service provision) and the prosumer, the actor who both produces and consumes electricity. It traces the origins and function of the concept of public service and analyses the position of the prosumer in current electricity law, asking how the regulatory framework distributes responsibility for a secure electricity supply.
