Book II: Of the Nature, Accumulation, and Employment of Stock

For more than two centuries, economists and researchers have struggled with the conundrum of reconciling Adam Smith’s views on economics and ethics. While some held that Smith’s capitalism and free markets institutionalized selfishness, greed, inequality and injustice, others focused on his theory of the moral nature of all human persons and the application of conscience and self-restraint in capitalist activities. 
 Adam Smith and Modern Economics
 suggests that neither of these two conventional understandings alone is accurate and conducive to human flourishing. Smith put markets in the context of morality, observing that markets serve best when our moral sentiments are followed. Ronald Coase's Nobel work outlined gains by reducing transaction costs and promoting property rights and markets to confront externalities. This book redefines ideas of liberty and equality for the modern world. After exploring the origins of liberalism and the role of natural liberty as a principle of social organisation, liberty and equality are reconceived as complex and continuous notions that need support from social institutions to function. Such an approach allows an investigation of the connection between alternative conceptions of liberty and equality, diverging principles of social organization, and the assessment of the coherence and consistency of the entire programme.
 By rejecting the existing notions underpinning traditional liberalism, a new framework for socio-liberalism is presented where there is a clear distinction between the social and the private domains. The former is based on value-hierarchy and the latter is guided by alternative principles of economic organisation. The role of education, and the need for institutions to support individual development and sovereignty, are highlighted as a way of enabling this new structure of liberal society where inevitable inequalities are made explicit, contained, and used to serve the public interest.
 Amos Witztum is a Professor of Economics. For many years also a Research Associate at the 
 Centre for the Philosophy of Natural and Social Sciences
 at the London School of Economics. His research has been focused on the relationship between ethics, economics and society. He has published many articles on the subject which led, a few years ago, to the publication of a two-volume critical examination of modern economics (
 the Betrayal of Liberal Economics
 ) where he offers an alternative conceptual framework for economic analysis and organisation.

Expectations play a crucial role in shaping economic behavior. But how are expectations actually formed, and how has this changed over time? The financial crisis of 2007–08 cast doubt on traditional theories of expectation formation, particularly the rational expectations framework. In Contingent Expectations, Alexander Nützenadel and Jochen Streb examine the ways that past experiences influence the economic expectations and decision-making of households, investors, and policymakers through history, and offer an alternative perspective. Combining a comprehensive empirical analysis of expectation formation from the eighteenth century to the present day with an assessment of the relevant economic theory, Nützenadel and Streb present a new theoretical framework, contingent expectations, for understanding economic expectation. Nützenadel and Streb show how economic actors developed new forecasting methods in response to rising uncertainty brought on by the Industrial Revolution, the expansion of global trade, financial market integration, and environmental crises. Tracing the evolution of economic theories on expectations, they find that when growing market volatility made forecasting more complex, economic agents often adapted with remarkable flexibility to changing circumstances. Challenging prevailing concepts of expectations, including rational choice and adaptive expectations, Nützenadel and Streb emphasize the heterogeneity of economic agents’ cognitive practices—in particular, the need to consider variation in information costs and historical experience. Expectation formation, they argue, is contingent on each individual’s current decision-making situation. Their account of the history of economic expectations has significant implications for current debates in economics.

This book uses a new political economy theoretical framework (A-C theory) to explain why China has been able to create economic growth miracles in the past few decades and achieve prosperity from poverty in a relatively short period of time. The A-C theory is based on two core concepts: "economic accessibility" and "political cohesion", emphasizing that the combination of cohesive political governance and access to an open economic system is the institutional basis for driving a country’s economy on the road to prosperity—from poverty to wealth. Among them, cohesive political governance is usually political governance that creates a peaceful and stable social order, effectively builds a consensus, and promotes collective action, as opposed to conflictual political governance. An open-access economic system is one that guarantees people the opportunity to participate voluntarily in economic activities, as opposed to a restricted-access economic system. It is the shift from conflict-based political governance to cohesive political governance, from access to a restricted economy to access to an open economy, and the formation of a benign interaction between single-peak unbiased political governance and access to an open economy, which has resulted in more than 40 years of rapid growth. Under this framework, this book examines the development facts of China since the Xinhai Revolution, analyzes typical countries and panel data from 209 countries and regions to further test the historical and international applicability of the theory.
