A challenge to incentivization as a dominant framework for understanding and governing people From corporate management and consumer behavior to public health and climate policy, incentives are widely treated as a neutral and effective way to shape how people act. In this book, Guus Dix shows that incentives are not simple policy nudges; they lull us into a passive understanding of ourselves as being merely responsive to changes others make to our environment. They foster a politics of incremental tweaks to a socially and ecologically destructive economic system that we are expected to accept without question. Dix argues that it is time to challenge the reign of incentives in contemporary science and public life. Dix traces the evolution of the incentive, from the engineering of performance charts and rewards for factory workers to combating gridlock at Britain’s National Health Service. He describes the function of incentives under socialism, theories of adjustment incentives developed at the Harvard Business School to manage employees, and incentivizing whole economies—both socialist and capitalist. He shows that incentivization is a distinct way of wielding power. Incentives have become part of a quasi-universal governing philosophy that keeps us from addressing such major issues as poverty and the climate crisis. Finally, Dix analyzes the limits of incentivization, arguing that being governed by incentives keeps us from considering government policies that have the potential to bring about meaningful and transformative change.

This book examines local refugee integration policies in Western Europe, focusing on small and medium-sized towns and rural areas. Applying an innovative cross-country comparative approach, it maps and compares integration policies targeting humanitarian migrants in 36 localities across seven countries – Sweden, the Netherlands, Belgium, Germany, Spain, Italy and Austria. It also analyses the drivers and effects of local policymaking processes in this field.The book challenges the dominant view that migration policymaking tends to be pragmatic and oriented at problem-solving. Rather, it shows that local integration policies are largely shaped by political factors, including the political affiliations of local governments, the presence and strength of radical right parties, and the dynamics of multilevel party politics. Debating Planetary Politics offers a range of perspectives that together provide a comprehensive overview of the issues and ideas central to the emerging field of planetary politics, giving due attention to its history, while primarily and uniquely advancing the contemporary state of the debate.An eco-centric planetary politics first became a prospective new turn for the world politics of humanity when scientists around 1970 discovered that the Earth system, including its biospheric ecology, exists in a biogeochemical composition which enables and furthers the conditions for life on this planet, and that our species is causing an Earth system crisis that is jeopardizing planetary habitability. This book examines how to best navigate through this Earth system crisis and expands on what planetary politics is about by including multispecies and critical perspectives that were not prominent before. It is argued that the current global governance architecture is inadequate for ending the crisis. We will need a new planetary politics. But what do we have in mind when we talk about planetary politics? This complex inter- and transdisciplinary debate does not only require a sound grasp of the relevant Earth system science, but also of the cultural, social, economic, and political worldviews and practices that have brought about the present malaise, and of how old and new alternatives might enable constructive steps forward. This book therefore has a diverse group of expert contributors. This book examines how artificial intelligence systems and their applications in security and defence are entangled with governance and policy processes in the EU. Combining concepts and insights from (critical) security studies and science and technology studies, it argues that behind the various AI-related policy initiatives in the EU are particular narratives on security and defence based on European fears of technological innovation and strategic gaps. In this respect, the book casts light on how such beliefs have become increasingly instrumentalized in the European governance dynamics, and subsequently embedded in successive policy initiatives and security and defence research programmes. It challenges conventional understandings of AI technologies as mere security and defence-enabling instruments, by providing a conceptually driven analysis of how certain visions of AI help govern and control one of the most dynamic emergent socio-technical fields.  Raluca Csernatoni is a Research Fellow at Carnegie Europe, where she works on the nexus between European defence and emerging technologies. She is also Guest Professor at the Centre for Security, Diplomacy and Strategy (CSDS), Vrije Universiteit Brussel, Belgium, and Visiting Faculty in the Department of International Relations, Central European University, Austria.

How the social organization of Europe and China shaped their divergent economic and political trajectories over the past millennium In the eleventh century, when Europe was still backward and poor, China was a rich and sophisticated civilization. Yet Europe became the birthplace of democracy and the Industrial Revolution, driving the Great Enrichment, while China stagnated until the end of the twentieth century and was always ruled by autocracies.
