Routledge Contemporary Russia and Eastern Europe Series

This book examines the development of the Russian oil and gas industry over recent decades, showing how, in a series of in-depth case studies of previous international company involvement, international companies should in future cope with the business environment, how they should acquire local knowledge, deal with the state, and forge partnerships with domestic companies, but only to a limited extent.

Russia is the world’s largest producer of both oil and gas, with very significant reserves. Since the collapse of the Soviet Union the exploitation of oil and gas has taken place mainly in existing "Soviet legacy" fields, where established, relatively simple technologies were sufficient. This enabled the Russian state and local Russian entrepreneurs to be major players in the oil and gas industry, making use of international oil and gas companies and their expertise, but not wholly reliant on international companies. As the position is now changing, with "Soviet legacy" fields coming to the end of their lives, and with a growing need for more difficult fields to be exploited, requiring more advanced technology, the role of international companies is likely to be greater in future. This book investigates core legal-political cultural myths of the Australian nation by canvassing, challenging and recasting some of the well-understood debates around, and invocations of, 'the rule of law' in Australia. It foregrounds one of the most enduring and prominent manifestations of these debates: claims to state sovereignty and rule of law in a system that has an incoherent legal foundation in its intentional ignorance of, and arbitrary violence perpetrated against, First Nations, their people, their sovereignty and their law. It examines the claims and celebrations of colonial rule of law achievements; constitutional rule of law protections; and the rule of law as tool to delineate and circumscribe the role of judges in the State. It presents a survey of the constitutional and legal principles and institutions and explores the socio-political aspects of rule of law in the country and how rule of law is experienced. With a focus on the legacy of the treatment of First Nations people, the book looks at how the Australia's rule of law institutions and machinery continue to exclude and fail vulnerable, marginalised and publicly reviled groups. Exploring these arguments through historical and contemporary case studies, including native title negotiations, anti-terrorism regimes, the government's response to the COVID-19 pandemic, the push for constitutional enshrinement of a First Nations Voice, and the Royal Commission into the government's 'Robodebt' inquiry, this book shows the inescapable messiness of rule of law in Australia as a legal and political concept, instrumentalised and weaponised across its history.

New Frontiers in Regional Science: Asian Perspectives

This book focuses on a very important and still controversial topic in Japan, namely, whether a future exists for Japanese farmers, especially rice-producing farmers. Dealt with here is the prospect along with a personal view of the course that Japanese agriculture should follow, that is, a prescription for enriching the international competitiveness of the agricultural sector, especially rice production, in a more market-oriented economy. Toward restoration of Japanese agriculture, prescriptions are pursued from different aspects. One is the planting schedule of various farm products at the micro level such as the crop rotation system, derived from the mixed-integer dynamic programming model. Another is a macroeconomic policy to enhance the export of the restored 2 million tons of rice by the abolition of the policy of reducing rice acreage-a policy considered unreasonable by some. The path that agriculture in Japan should take has been argued by scholars and experts in related fields. However, no argument has been based on scientific and objective proof. Some applications of mixed-integer dynamic programming model are shown, which are very useful for policy makers as well as graduate students in the field of economic policy (esp. regional &amp; dynamics) and dynamic agricultural planning (esp. planting &amp; comprehensive management).

This book offers the first ever in-depth analysis of the emerging constitutionalism in South Sudan and the challenges it faces. The book critically analyses the constitution-making processes that occurred in South Sudan between 2005 and 2011, finding, among other things, that there was a failure of constitutional discourse, particularly in relation to the 2011 drafting process of the Transitional Constitution. It goes on to analyse how the constitution is being implemented. It finds that, despite the clear division of powers and functions between the national government and the sub-national governments, what has emerged in South Sudan in the post-constitution-making period is a form of coercive centralism where the national government controls much of the political decision-making process. This has had serious implications for democracy, constitutionalism, and the rule of law. Finally, bearing in mind the failure in both how the transitional constitution was made and how it is being implemented, the book undertakes a critical analysis of the proposed process for drafting a new constitution for South Sudan. It identifies serious shortcomings and proposes how these could be addressed to enhance the process.
