Dans cet essai, l'auteur propose une analyse lucide et engagée des fondements de l'entrepreneuriat africain, en plaçant les petites et moyennes entreprises (PME) au cœur des stratégies de développement du continent. Véritables piliers des économies africaines, les PME contribuent massivement à la création d'emplois, à l'innovation locale et à la résilience sociale, tout en demeurant confrontées à des obstacles structurels persistants. L'essai démontre que les politiques de promotion de l'entrepreneuriat, longtemps construites selon une logique institutionnelle descendante, peinent à produire des effets durables. Trop souvent, les entrepreneurs sont perçus comme de simples bénéficiaires de dispositifs d'aide, alors qu'ils devraient être reconnus comme des acteurs centraux et des co-concepteurs des stratégies publiques. Cette marginalisation freine l'autonomie entrepreneuriale et limite l'impact réel des politiques de soutien. S'appuyant sur une analyse rigoureuse des réalités économiques africaines, l'auteur met en lumière les spécificités juridiques, sociales et culturelles des PME, souvent ignorées par des cadres normatifs importés et inadaptés. Il plaide pour une refondation des politiques de promotion, fondée sur l'éducation entrepreneuriale, l'appropriation d'une idéologie de croissance adaptée aux contextes locaux et la mise en place d'un environnement juridique sécurisé.
