Eine privatrechtliche Transformation

Bachelorarbeit aus dem Jahr 2013 im Fachbereich VWL - Internationale Wirtschaftsbeziehungen, Note: 1,0, Universität Bayreuth, Sprache: Deutsch, Abstract: Chinas enormer Umfang an Devisenreserven ist seit geraumer Zeit Gegenstand wissenschaftlicher Diskussionen. Mit der faktischen Kopplung des Renminbi an den US-Dollar von 1994 bis 2005 sollte der Wechselkurs der chinesischen Währung möglichst niedrig gehalten werden, um so die Wettbewerbsfähigkeit Chinas weiter zu stärken. Die hohen USD-Reserven bergen jedoch auch Risiken, wie z. B. einen Bewertungsverlust der USD-Reserven bei einer Abwertung des USD bzw. Aufwertung des RMB. Die Bundesrepublik Deutschland befand sich nach Ende des zweiten Weltkrieges in einer ähnlichen Situation wie das heutige China. Im System von Bretton Woods war die D-Mark ¿ ähnlich wie der RMB ¿ an den USD gekoppelt und stand ebenso unter fast permanentem Aufwertungsdruck. Die volkswirtschaftliche Zahlungsbilanz der BRD wies damals ¿ wie heute auch China ¿ fast kontinuierlich Leistungsbilanzüberschüsse auf. Die Devisenpolitik der BRD im System von Bretton Woods ist Gegenstand dieser Arbeit.

Ein Großteil der Literatur zur Devisenpolitik der Bundesbank im Bretton Woods System stammt aus der zweiten Hälfte der 1950er und v.a. der 1960er Jahre, konnte damals jedoch aufgrund der 30-jährigen Sperrfrist nicht auf Dokumente des Historischen Archivs der Bundesbank zurückgreifen. Mit der Auswertung solcher einst nicht für wissenschaftliche Untersuchungen verfügbaren Dokumente sollen folgende drei Forschungsfragen (neu) zu beantwortet werden:

1. Nach welchen Kriterien wurden die Gold- und Devisenbilanzpositionen der Bundesbank zwischen 1957 und 1975 bewertet?
2. Inwiefern führten die Devisenmarktinterventionen der Bundesbank zwischen 1957 und 1975 zu Bewertungsgewinnen bzw. -verlusten der Gold- und Devisenreserven der Bundesbank?
3. Wie hat sich der Wert des Gold- und Devisenbestandes ab 01/1976 bis 12/2012 im Vergleich zu anderen Anlageformen entwickelt?

Zunächst wird untersucht, inwiefern die Bundesbank ihren Handlungsspielraum bei der Bilanzierung wahrnahm. Anschließend wird eine Gewinn- und Verlustrechnung der Gold- und USD-Devisenmarktinterventionen erstellt. Im letzten Teil wird berechnet, wie sich der Wert der Gold- und Devisenbestände der Bundesbank von 1976 bis 2012 entwickelte. Es wird dabei beispielhaft aufgezeigt, welche Rendite die Bundesbank hätte erzielen können, hätte sie am 31.12.1975 ihre Gold- und Devisenbestände verkauft und in alternative Anlageformen investiert, wie dies heute z. B. die ¿Chinese Investment Corporation¿ mit einem Teil der chinesischen Währungsreserven tut.

 Nach dem Ende von Maos Herrschaft stand die politische Führung in China Ende der siebziger Jahre vor gewaltigen Problemen: Wie sollte sie das bankrotte Wirtschaftssystem neu erfinden? Wie eine galoppierende Inflation vermeiden, die als Schreckgespenst durch das Land spukte? Durch Schocktherapie oder schrittweise Reformen? Letztendlich obsiegten die Kräfte, die für einen staatlich gelenkten Wandel plädierten. Anders als Russland, das nach dem Zusammenbruch des Kommunismus in einen katastrophalen Abwärtsstrudel geriet, erlebte China einen beispiellosen Aufstieg.
 
 
 Isabella M. Weber, eine der bedeutendsten Ökonominnen ihrer Generation, zeichnet in ihrem hoch gelobten Buch die damaligen Debatten um die Neugestaltung des chinesischen Wirtschaftssystems minutiös nach und ordnet diese Diskussionen in die langen Traditionen des ökonomischen Denkens im Reich der Mitte und des Westens ein. Insbesondere zeigt sie, wie es gelang, die Inflation zu begrenzen. Chinas Weg zurück in die Weltwirtschaft, so Weber, ist nicht nur die Geschichte einer einzigartigen Transformation. Angesichts der Verwerfungen auf den Energiemärkten und der dramatisch gestiegenen Lebenshaltungskosten sind die Auseinandersetzungen um Preiskontrollen und andere staatliche Eingriffe zudem lehrreich für aktuelle Debatten.

Im ersten Teil wird die Geschichte des IWF und seine Funktion kurz umrissen, im zweiten Teil dann das Verfahren der Kreditvergabe genauer erläutert, im dritten Teil, der wiederum in mehrere Abschnitte unterteilt ist, werden daraufhin die damit verbundenen Problematiken dargelegt und genauer betrachtet. Nach einem kurzen Fazit wird abschließend ein Ausblick in die zukünftige Entwicklung der Kreditvergabe gewagt.
