A rich history of the development of American minimum wage policy with lessons for today. Despite broad popular support for robust minimum wage policy, the federal minimum wage is now worth less--in real, inflation-adjusted terms--than at any time since 1949. While some state and local governments have stepped in to fill this void, others have declined to set any minimum wage standard at all. Traversing more than 100 years of history, Raising the Floor examines how interest groups have navigated the highly decentralized American political system to shape the development of federal, state, and local minimum wage laws. In her analysis, Shanna Rose highlights the importance of American federalism. She argues that because federalism creates multiple arenas for policy change, interest groups have sought out the sites most conducive to their goals, shifting their lobbying efforts as new obstacles and opportunities emerge. Federalism has facilitated minimum wage policymaking by fostering policy experimentation, learning, and diffusion across states and by allowing state and local governments to overcome gridlock and status-quo biases at the national level. Yet, federalism has also been an instrument for containment, enabling those opposed to minimum wage increases to litigate and preempt local-level laws. ISO/IEC 42001:2023 is the world-first standard for managing AI responsibly. It addresses the unique challenges AI poses, such as ethical considerations, transparency, and continuous learning. This voluntary international standard on AI management systems is growing in importance. With increased concerns over-and distrust of-the use of AI, more and more consumers and clients are likely to require their vendors to be ISO/IEC 42001:2023-certified, and more organizations in all industries and of all sizes are likely to implement AI management systems on their own.


Part of this AI management system's implementation process involves taking into consideration "legal requirements." However, many implementers have trouble understanding the basic concepts of AI law. In preparation for the increasing regulation of AI across the globe, this book aims to methodically connect the dots between the technical standard and domestic, regional, and international laws relating to AI, mapping the technical standard's clauses and controls to the relevant legal provisions.


This book will explain the law in a comprehensible way to the implementer of the AI management system (regardless of whether they are legally trained), and adopt a comparative approach: given their extra-territorial reach (the 'Brussels effect'), the EU AI Act, and the GDPR will be regarded as the benchmarks, contrasted with examples from other jurisdictions which are likely to use these regulations as starting points for their drafting of new AI laws.


This book will ground the discussion in AI ethics (while avoiding abstract principles in this practical guide), and will be structured according to the ethical principles of privacy, security, fairness, transparency and explainability. This structure aims to revitalize and provide a unique interpretation of what is often perceived as a dry, procedural standard.

Each of these shocks generated wide-ranging economic and political repercussions that demanded rapid and often unprecedented EU financial assistance to support member states and partner countries.The book examines how EU institutions and national governments shaped the development of emergency financial instruments across the three crises. It follows the establishment and governance of key borrowing mechanisms – from the European Stability Mechanism to the Recovery and Resilience Facility, the Security Action for Europe, and the Ukraine Facility – to show how earlier experiences informed subsequent reforms. The Politics of Financial Assistance in Times of Crisis

From a leading historian, the story of how entrepreneurial Jewish immigrants transformed commercial banking and enabled the economic and social advancement of Jews in America. What are immigrants to do when business opportunities abound in their new home, but banks refuse essential financial support? How could they make the journey in the first place without helping hands? In this lively history, Rebecca Kobrin chronicles the turn-of-the-twentieth-century Jewish immigrants who stepped up by doing the lending themselves. Arriving from the Russian Empire and settling primarily in New York, they made livelihoods by assisting fellow Jews so they could purchase passage to the United States and, after arriving, obtain credit that other lenders would not dare provide. Credit to the Nation traces the novel practices of bankers who not only enabled the flourishing of American Jewry but also revolutionized the US financial industry. Drawing on previously unexamined archival materials in Russian, Yiddish, German, and English, Kobrin tells a story that is also crucial to the history of New York, as immigrant bankers' financing of real estate transformed wide swathes of the city. Lenders drove a boom in the prices of tenement buildings, but heavy speculation eventually precipitated the downfall of immigrant banking. Kobrin notes in particular the case of the Bank of United States--a private lender catering primarily to Jewish businessmen--which the Federal Reserve refused to bail out from bankruptcy in 1930. Immigrants' grasping for credit, and the rise and fall of immigrant banks, gave way to a contemporary banking industry that, ironically, refuses credit to today's immigrants. Kobrin reminds us that now, as before, the denial of credit pushes entrepreneurial Americans into unregulated money-lending and the trap of endless debt.

Eini Haaja is Research Manager at the Pan-European Institute (PEI) at Turku School of Economics and Postdoctoral Researcher at Turku Institute for Advanced Studies (TIAS) at the University of Turku in Finland. She has specialised in International Business with an emphasis on the business developments in the Baltic Sea and Barents Sea regions. She has been involved in several industry-academia research projects and has published research on opportunities, risks and business network dynamics amidst changes in business environment, most recently focusing on the multi-layered challenges in pursuing green transition.
Anna Karhu is Research Manager at the Pan-European Institute (PEI) in Turku School of Economics, University of Turku. Her research focuses on the intersection of business and policy. Specifically, she studies how these two actor groups interact in business environment transformations. She has studied these dynamics through institutional change perspective in context of pharmaceutical industry, international retailing and trade policy systems.
