Phenomena such as hate speech have shown that social networks are often regarded as a lawless space, and while the state now also conducts its public relations activities in the digital world, it remains bound to constitutional requirements. Nicolas Harding investigates whether the recourse to social networks is accompanied by new boundaries suited to the communication behaviour there or at least forces the traditional guidelines to be adapted.
