This edited volume explores the evolution of public sector reforms in Nigeria since the return to democracy in 1999. Marked by decades of inefficiency, corruption, and underperformance, Nigeria’s public sector has long required structural transformation. It critically examines the reform initiatives that emerged under President Obasanjo’s administration and beyond, offering a comprehensive review of the strategies, outcomes, and lingering challenges across multiple administrations. With an emphasis on democratic governance and developmental state-building, the book contributors explore reform efforts in civil service restructuring, digital governance, anti-corruption, education, agriculture, pensions, security, housing, and power sector transformation. This volume also assesses policy tools like the Integrated Personnel and Payroll Information System (IPPIS), Federal Civil Service Strategy and Implementation Plan 2021-025 (FCSSIP25), and the role of innovation in service delivery. Special attention is given to sector-specific case studies and the use of empirical and econometric approaches to evaluate reform impacts.It includes comparative perspectives from Ghana, South Africa, and Côte d’Ivoire. He obtained a &nbsp;PhD in Public Policy and Political Science from the Hebrew University. He has taught at the University of Swaziland, University of Ghana and the University of KwaZulu-Natal, South Africa and supervised 25 PhD and 40 M.Phil. students.

Public Sector Reforms and Democracy in Nigeria's Fourth Republic

This book showcases the work of Annapurna Pariwar, an NGO comprising six organizations, over the past 30 years and its impact on changing the lives of low-income working women with small businesses in the slums of Mumbai and Pune in the Indian state of Maharashtra. This group of six organizations together forms a social enterprise, established at a time of major changes in the Indian economy in the form of globalization and urbanization. The NGO set out to address issues of livelihood and poverty alleviation in slums. Adopting a path that was sustainable and did not depend upon grants, the journey is a fascinating account of learnings in organizational evolution and its impact on the lives of poor women.The book is divided into two parts. The first part has three chapters charting the journey of Annapurna Pariwar based on interviews with Medha Tai, the founder of Annapurna Pariwar. These chapters discuss milestones, organizational evolution, and challenges, especially demonetization and COVID-19. The lifecycle of the organization and of the women in the case studies are juxtaposed within the framework of financial, physical, sociocultural, and political spaces. The second part of the book contains analyses from well-known authors and academics who contextualize the relevance of Annapurna Pariwar’s work and future against microfinance, microinsurance, plus services, social entrepreneurship, digitization, and urban landscapes. The book thus contributes not only to the practice-field; it has several academic contributions as well for researchers studying social phenomena such as social entrepreneurship, microfinance, cooperatives, women empowerment, and women entrepreneurship. While doing so, it addresses SDGs such as SDG3, SDG5, SDG8, and SDG11. The book is for a wide audience, comprising social entrepreneurs in the field of social development, microfinance, and microinsurance. It is of relevance to business schools and educational institutions which offer courses on social entrepreneurship and development studies.

This volume explores emerging patterns of migration from Central Asia to underrepresented destinations such as Australia, Japan, South Korea, Nordic countries, and Türkiye. It critically examines diverse dimensions of mobility—labor migration, student migration, return migration, gendered experiences, diaspora activism, digital media, and host country responses—through empirically grounded and theoretically rich chapters. Drawing on in-depth case studies and fieldwork, this volume contributes to global migration studies while offering unique insights into post-Soviet identity transformations and comparative integration experiences.
It also responds to pressing contemporary concerns, including Russian migration to Central Asia post-Ukraine invasion, migration governance during COVID-19, and gender advocacy through digital platforms in authoritarian contexts. The chapters bring together voices from early-career and senior scholars, combining interdisciplinary perspectives from sociology, international relations, political science, anthropology, and media studies.
Timur Dadabaev is a Professor of International Relations and the Director of the Special Program for Japanese and Eurasian Studies at the Faculty of Social Sciences and Humanities, University of Tsukuba, Japan. His books are The Grass is Always Greener?: Unpacking Uzbek Migration to Japan (Palgrave, 2022), Decolonizing Central Asian International Relations (Oxon: Routledge, 2021), Transcontinental Silk Road Strategies (Oxon: Routledge, 2019), Chinese, Japanese and Korean In-roads into Central Asia (East-West Center 2019), Japan in Central Asia (NY: Palgrave 2016) and Identity and Memory in Post-Soviet Central Asia (Oxon: Routledge, 2015) and others.
Shigeto Sonoda is a Professor of Sociology and Asian Studies at the University of Tokyo. His recent book publications include Japan-China Relations 2001-2022 (co-ed., 2023), Uzbek Migrants and Japanese Society (co-ed., 2023), and Japan-China Exchange (ed., 2025, all published by the University of Tokyo Press in Japanese).
Kirill Nourzhanov is Associate Professor and Deputy Director and Convenor of Higher Degree by Research studies at the Centre for Arab and Islamic Studies (The Middle East and Central Asia). His recent publications include The Spectre of Afghanistan: Security in Central Asia (2021) co-authored with Amin Saikal, and Soft Power in Central Asia. Politics of Influence and Seduction (2021) co-edited with Sebastien Peyrouse.
